INSPIRE and NIPI address a number of target groups. 

These can be divided into the following categories:

• Providers - representing primarily the creators and distributors of spatial information;
• Users of - represent the consumers of spatial information;
• Coordinator - ensuring the coordination of the process of creation, operation and development of infrastructure.
